Bilateral Development Cooperation


During the back-to-back Friends of Democratic Pakistan-meeting and the donor-conference in Tokyo, April 17th 2009, the Netherlands announced its intention to assist Pakistan with an amount of over 86 million euro for the period up to 2011.

The Netherlands will focus its development cooperation in three sectors: education, environment/water management, and good governance/human rights.

In addition to these three main sectors, the Netherlands hopes to contribute to sustainable and equitable economic development of Pakistan through the enhancement of bilateral economic relations through various investment promotion programmes and the strengthening of Pakistani business associations.

Throughout its programmes the Netherlands hopes to assist Pakistan to address the current and future challenges, achieve peace and stability throughout the country, as well as to contribute to an equitable and prosperous society.

Education

The education programme aims to contribute to the MDGs and the`Education for All` goal in Pakistan. At the same time reducing the breeding ground for radicalisation by supporting access, equity, quality and relevance in education, both at the policy and system level, through focused interventions addressing the needs of Pakistan’s youth, in particular girls and women.
For the next 3 years the Embassy intends to contribute an amount up to 43 million euro towards the education sector. Focus will be on gender and youth interventions at provincial levels (NWFP, Baluchistan, Sindh). Emphasis will longer lie on public sector only. The need for public-private partnerships will be stressed. Capacity building at the federal level, teacher training, national education management systems, examination systems and research will no longer be supported.These issues are largely taken up by other development partners.

Current programmes underway with the government, NGOs and the private sector include:

  • Early Childhood Development: institutionalization of replicable support for children’s overall development as confident, capable,creative and caring people, as an integral part of the education system and the way communities operate (The Aga Khan Foundation-Pakistan).
  • Earthquake Reconstruction: Rebuilding public schools and providing capacity development activities for government officials and
communities in Allai valley, NWFP (Save the Children US).
  • Earthquake Reconstruction in AJK and NWFP: Reconstruction of government schools (Build Back Better) and enhancing the capacities of teachers and officials of department of education (UNICEF). National Basic Education Policy Programme: institutional reform, governance and capacity development, sector-political process and sector planning, quality and relevance (GTZ).

Environment and water management

The objective of the environment/water management programme is to promote sustainable development in Pakistan. The interventions are based on the priorities defined in the National Environmental Policy of the Government of Pakistan and are focused on the following three areas: Cleaner Production in Industry, Capacity Building for Environmental Management and Integrated Water Resources Management.  The environment/water management programme aims to support Pakistan in achieving poverty reduction in conjunction with sustainability.

For the next 3 years the Embassy intends to contribute an amount of up to 30 million euro for environment and water management.The programme will be transformed into a more focussed programme with governance, gender, renewable energy, water management, climate change and support for trade as its key components. Non-priority areas, including forestry, biodiversity, earthquake rehabilitation and water supply and sanitation will be phased out. The programme will strive for a stronger geographical concentration on NWFP and Baluchistan.

Current programmes are undertaken with government, NGOs and the private sector and include:

Cleaner Production in Industry: Public-Private Partnerships with Pakistani industrial associations to introduce clean production technologies for efficient use of water and energy, and for waste treatment (with Pakistan Tanneries Association, the Textile, Sugar and Paper Associations)
  • Natural Resources Management: wetlands, mangroves, groundwater, biodiversity, Indus River, livelihoods (with local government, communities, UNDP, IUCN and WWF)
  • Water Management: technical assistance, policy support, river basin management, small-scale irrigation, water supply (with the World Bank)
  • Institutional Development:  strengthening capacity of the Ministry of Environment to improve the environmental management and information system (UNDP) Earthquake Reconstruction: water supply and sanitation, forestry, slope stabilization (UNICEF and various NGOs led by Save the Children US)

Democratisation, Governance, Human Rights (including Women’s Rights)

The goal of this programme is to contribute to the development of a sustainable democracy, where all (state and non-state) institutions are able and capable of playing their (constitutional) roles, Human rights are respected and all citizens can participate in the political process, thereby reducing the risk of further (political) instability in Pakistan and the region. Within this sector - for the next 3 years - the Embassy hopes to contribute an amount of up to 13 million euro.

Current programmes are undertaken with the government, NGOs and the private sector and include:
  • Democratisation and Governance
  • Support to National Elections in Pakistan’ (UNDP): support to voter education and registration, and support for election reforms.
  • Strengthening Democracy through Parliamentary Development’ (UNDP) Institutional support to Parliamentarian Secretariat, and Parliamentarian Caucasus.
  • Strengthening Political Parties’ (National Democratic Institute, NDI) Support for democratic processes, accountability and transparency within political parties.
  • Training Young Pakistani diplomats’ (Clingendael Institute)
  • Training in International Criminal Law for Pakistani Judges’ (The Hague Forum)
  • Media and Civil Society
    Media Development, Freedom and Peace’ (South Asian Media Association): Promoting of freedom of press, cross border cooperation between press, civil society and Governments.
  • Supporting Civil Society Networking’ (Strengthening Participatory Organisations, SPO): Capacity building for civil society organisations and network organisations. 
  • Human Rights
    Support to Implementation of CEDAW’ (UNIFEM): Supporting and strengthening policy dialogue on CEDAW between Government, Civil Society and UNIFEM.
  • Human Rights Fund’ (The Asia Foundation, TAF): Support Fund through TAF for civil society organisation working on issues as Women Rights, Freedom of Information, Prevention of Torture and Economic Empowerment 
  • Sector Support Fund Governance and Human Rights’ (Netherlands Embassy): Support Fund for technical assistance regarding Democratisation, Governance and Human Rights.
